What happens to motorists who evade to pay cart tax

I own a coffee shop and I must say my job gets really interesting usually in the morning when there is a rush of customer all trying to get coffee. This is interesting because most of them usually are not in a position to function well without caffeine in their system, this is a ritual they have and thanks to caffeine addiction, my business is really doing well. I have a slight problem with people who are not customers and they pack their automobiles in front of my coffee shop or even worse, they take my customer parking spots. It is hard to get them off my property but I just realized that they park in my premises so that they can evade paying car taxes, by not paying the taxes they could no park on public property so they opted for mine. I decided to get them off my property by threatening them that I was going to report them and they would have to pay car tax automatic fine. They did not take hid but they got caught because their cars were found without the tax disc that shows on the computer that you have paid the car taxes. Due to this, not only did they pay the fine, but their cars got impounded, and my days have never gotten better.
